Tete Gulley was a 31-year-old, Black transgender woman found hanging from a noose in a tree in Rocky Butte Park in Portland, Oregon more than two years ago. The Oregon Medical Examiner’s Office ruled the death a suicide at the scene, initially neglecting all evidence of foul play and failing to seek witnesses and properly question key suspects.

Tete was experiencing homelessness at the time of her murder. This, along with the factors that lead to homelessness, such as housing discrimination, systemic racism, and transphobia that deprive individuals from employment opportunities, put transgender and gender non-conforming people at increased risk of violence and danger.

The Portland Police Bureau continues to state that the Oregon Medical Examiner has full control over establishing the cause or manner of death, but will not release any documents related to Gulley’s death.

The PPB is allowing vulnerable communities to be endangered by failing to investigate and their negligence showcases the racism and gender-based violence that Portland has systematically failed to address. The lack of urgency and professionalism is unacceptable by any local official or government entity of the United States of America. Tete Gulley's death is one of many unjust killings of Black people. Demand clear and precise action be taken under the failure to properly investigate the death of Tete Gulley.

This petition asks that the Portland Police Bureau be held accountable for failure to investigate critical evidence of witnesses & key suspects & to remedy this negligence immediately.
